Rep. Manjarrez speaks out on the House floor against tax increases: Capital gains/estate tax

During floor debate on April 23, 2025, Rep. Deb Manjarrez, R-Wapato, stood up to speak against Senate Bill 5813. The bill would add an additional 2.9% tax on annual capital gains over $1 million. It also increases taxes on the so-called “death tax” or estate tax.

In this first video, Manjarrez asks for support of Amendment 1392 that would remove the emergency clause on the bill. An emergency clause makes the bill to become effective immediately after being signed into law. It also exempts the bill from being repealed by referendum, preventing citizens from having a voice in the policy.

In this second video, Rep. Manjarrez speaks against passage of Senate Bill 5813 during final consideration. The bill passed 53-45, with Manjarrez voting no.
