Rep. Deb Manjarrez stands on House floor to oppose bill gutting Parents’ Bill of Rights

Standing up for the rights of parents to be informed and involved in their children’s education in Washington’s public schools, Rep. Deb Manjarrez debated Monday afternoon, April 14, against Senate Bill 5181, which would gut Initiative 2081, the Parents’ Bill of Rights.

BACKGROUND

I-2081 was certified by the Secretary of State on Jan. 18, 2024, after nearly 450,000 Washington citizens signed it. The measure outlines at least 15 rights for parents and guardians of public school children, including the right to access records, review materials, and receive notifications. Learn more about the initiative here.

On March 4, 2024, the initiative passed the Senate unanimously, and in the House, it passed with a vote of 82-15.

Many of the Democrats who voted in favor of Initiative 2081 in the 2024 session sponsored two bills to unravel the legislation: House Bill 1296 and Senate Bill 5181.

HOUSE FLOOR DEBATE ON SENATE BILL 5181: April 14

Manjarrez, R-Wapato, spoke out several times as Republicans offered amendments to protect parents’ rights, only to have majority Democrats reject those offerings.

  • AMENDMENT 1163 – Would have allowed parents to be notified by the school when medical services are offered to their children, age 12 and under. Video below.
  • AMENDMENT 1153 – Would have banned biologically male students from competing against biologically female students in female athletic events and activities. Video below.

Senate Bill 5181 passed the House by a vote of 56 to 39, with all Republicans voting no.
